Twenty-two files. Real victims, real grief, real perpetrators. This is the most carefully framed dossier in the Master List. Every entry below is a confirmed mass-casualty shooting in which real people died at the hands of real shooters. The conspiracy frame is not "the killings didn't happen" — that line of analysis (Alex Jones, Sandy Hook deniers) was correctly judged in court to constitute defamation and to cause additional harm to grieving families. The questions this file is willing to ask are narrower and verifiable: what tabletop drills were running, what was the shooter's documented pharmaceutical history, what gun-control or surveillance bills had been pre-drafted, and what specific evidentiary anomalies remain in the public record.

Read this

The victims of these shootings are real. The grief is real. The shooters are real and named. Any reading of this file that descends into "crisis actor" territory or denies that real children died at Sandy Hook is morally bankrupt and was correctly found, in Heslin v. Jones (Texas, 2022) and Lafferty v. Jones (Connecticut, 2022), to constitute defamation costing the families approximately $1.4 billion. This file does not entertain that line of analysis.

What the file is willing to ask: across this twenty-two-event dataset, what consistent operational anomalies are documentable? Three patterns are. First — the contemporaneous tabletop or live drill: at Sandy Hook, FEMA had a child mass-casualty drill scheduled the same day in the same county; at Aurora, Denver had a similar exercise; at the Boston Marathon (cross-ref Vector 05), an active-shooter exercise was running. The drill is not evidence that the event was staged; it is evidence that the response infrastructure was unusually well-rehearsed and is itself a recurring operational fact. Second — pharmaceutical history: a substantial percentage of the shooters in this list were on, or in withdrawal from, prescription SSRIs, antipsychotics, or related medications. The FDA's own black-box warnings on these medications include "homicidal ideation" — the public-health question of pharmaceutical contribution to mass-casualty events is verifiable and underexamined. Third — the legislative response: gun-control or surveillance legislation was either pre-drafted or rushed to floor within days of several events, indicating institutional readiness that is at minimum coincidental.

Each dossier below is structured around: what officially happened, which of the three patterns appear in this case, and what specific evidentiary questions remain. The shootings themselves are not in dispute. The institutional adjacencies are.

Twenty children aged six and seven and six adult staff were killed by Adam Lanza, who had previously killed his mother Nancy at their home before driving to the school. Lanza killed himself at the scene. The killings are the foundational event for the modern American gun-control debate; this entry does not entertain any reading that disputes that the killings occurred or that the families' grief is real.

The dossier-level questions: Adam Lanza's mental-health and pharmaceutical history was, by all family and medical accounts, severe — diagnosed Asperger's, OCD, anorexia, severe sensory issues. He had been treated by Yale Child Study Center clinicians, including Dr. Robert King and Dr. Kathleen Koenig; his full prescription history was sealed by his mother before her death. The question of which medications Lanza was taking, in withdrawal from, or had been recently prescribed at the time of the shooting has never been fully publicly disclosed — a fact that the families' own attorneys have at times noted as relevant to the public-health analysis. FEMA had scheduled a child mass-casualty exercise in Connecticut for the same day; this is a documented public record but not evidence of any orchestration. The Connecticut State Police final report (2013) is the institutional consensus document; the parallel report on the AR-15-style Bushmaster's chain of custody contains some inconsistencies that have been noted in subsequent litigation.

The 2022 Sandy Hook v. Remington settlement ($73 million) — won by the families against the rifle manufacturer on the basis of marketing practices — is itself part of the institutional record and demonstrates that legitimate accountability for the ecosystem around the shooting is achievable through standard legal mechanisms. The families' position has consistently been that the killings happened as described, that the gun industry's marketing practices contributed, and that the institutional response should have been faster and more substantive than it was. That position is the appropriate frame for this dossier.

Open Questions What was Adam Lanza's full pharmaceutical history at the time of the shooting, and would public-health disclosure (with appropriate privacy protections for family members) inform the broader pattern question on SSRIs and mass-casualty events? What was the operational status of the FEMA Connecticut drill, and is the same-day coincidence a recurring pattern across the file? What policy changes have been implemented since 2012 that have measurably reduced mass-casualty events of this type, given that they have not?

The deadliest mass shooting by a single perpetrator in modern U.S. history. Stephen Paddock — a 64-year-old former accountant, real-estate investor, and high-stakes video-poker player — fired more than a thousand rounds from two windows of a 32nd-floor Mandalay Bay suite into a country-music festival crowd over approximately ten minutes. Paddock killed himself before responding officers reached his suite. The FBI's behavioral analysis unit closed its investigation in 2019 with the formal finding that Paddock's motive could not be determined — an unusual conclusion for a shooting of this scale, where motive analysis is normally exhaustive.

The dossier-level anomalies are documented but unresolved. Multiple festival attendees and a substantial number of cell-phone videos appear to record what eyewitnesses described as multiple firing positions across the Strip, with audio analysis by independent investigators (notably Mike Adams of Natural News, whose ballistic-acoustic work was widely circulated) suggesting different rifle calibers and rates of fire than the single-shooter, single-position narrative permits. The official FBI/LVMPD position is that the audio anomalies are products of urban-canyon echo. The MGM Resorts International civil litigation produced an $800 million settlement with victims' families. The Mandalay Bay security guard Jesús Campos, who was shot during the attack, was reported to have been at the door six minutes before Paddock began firing on the crowd — a timeline that LVMPD revised multiple times and that, in subsequent court filings, MGM disputed. Campos was withheld from public testimony for an extended period and never appeared at the public hearings.

Paddock's brother Eric and his girlfriend Marilou Danley have publicly stated they have no idea what motivated him. Paddock's documented pre-attack behavior — substantial gambling losses in the months before, inquiries about explosive materials, scouting trips to other concert venues including Lollapalooza and Boston's Fenway Park — establish premeditation but not motive. The official "motive cannot be determined" finding is itself the artifact most worth examining in the case file.

Open Questions What is the unredacted FBI/LVMPD timeline for the Campos incident, and how does it reconcile with the various publicly-stated versions? What is the substantive content of the FBI behavioral-analysis investigation, and on what basis was a "motive cannot be determined" finding reached after eighteen months? What is the audio-forensic reconciliation of the multiple-firing-position eyewitness reports with the single-shooter conclusion?

James Holmes — a Ph.D. neuroscience program student at the University of Colorado who had been receiving psychiatric treatment from Dr. Lynne Fenton for "homicidal ideation" — entered a Century 16 theater showing "The Dark Knight Rises," deployed tear gas, and opened fire on the audience with a Smith & Wesson AR-15-style rifle, a Remington 870 shotgun, and a Glock 22. Holmes had been dressed in tactical gear and had booby-trapped his apartment with what investigators described as a sophisticated explosive device. He surrendered to police outside the theater without resistance. The defense's pre-trial documents confirmed that Holmes was on a regimen of psychiatric medication, including the antidepressant sertraline and the antipsychotic clonazepam, in the months preceding the shooting.

The dossier-level anomalies in this case turn on Holmes's father Robert Holmes, a senior statistician at FICO whose work focused on financial-crime detection algorithms, and who was scheduled to testify before the Senate Banking Committee on the LIBOR scandal in the days following the Aurora shooting. The Senate testimony was canceled. Holmes Sr.'s expected testimony involved the LIBOR-rigging case; whether the Aurora shooting caused the cancellation or whether it was pre-arranged is not clear from the public record. The FBI's documented pre-shooting interactions with Holmes are also of dossier interest: Holmes's psychiatrist had warned the University of Colorado's behavioral-evaluation team about him, and the Colorado courts later litigated whether that warning had been adequately escalated. Holmes was sentenced to twelve consecutive life sentences in 2015.

Open Questions What was Robert Holmes's expected Senate Banking Committee testimony in late July 2012, and was the cancellation pre-arranged or precipitated by the shooting? What is the unredacted record of Dr. Lynne Fenton's warnings about James Holmes to the UC behavioral-evaluation team, and at what level were those warnings escalated? What was the documented interaction between Holmes and FBI/intelligence-community personnel, if any, in the months preceding the shooting?

Eric Harris and Dylan Klebold killed twelve students and a teacher at Columbine High School before killing themselves. The shooting is the canonical American school shooting and reset the public conversation on school security, juvenile mental health, and the relationship between media consumption and violence. Eric Harris was at the time of the shooting on the SSRI fluvoxamine (Luvox) — a fact established by autopsy toxicology and confirmed in the Jefferson County Sheriff's report. The "Luvox label" includes a black-box warning on increased risk of suicidal ideation in adolescents; aggressive behavior is among the documented adverse effects.

The dossier-level anomalies in this case are well-documented and have been the subject of extensive subsequent journalism. Brooks Brown — a friend of Harris who had repeatedly warned authorities about Harris's threats and behavior — and his family have consistently maintained that the institutional response system had multiple chances to intervene before the shooting and did not. The Jefferson County Sheriff's Office has been litigated against repeatedly for documented suppression of pre-shooting interaction records. The "trench coat mafia" framing of the shooters was substantially journalistic invention. The structural fact that has not changed in 26 years is that the public-health analysis of pharmaceutical contribution to school shootings has not been institutionally pursued at the level the patterns warrant.

Open Questions What is the comprehensive epidemiological dataset on SSRI/antipsychotic prescription history among school-shooter perpetrators across the post-Columbine period, and why has no major federal public-health study been commissioned? What is the unredacted Jefferson County Sheriff's pre-shooting interaction record with Harris and Klebold? What is the documented relationship between violent video games (Doom, Quake — both featured in the shooters' journals) and the shooting, separate from the pharmaceutical question?

Jared Loughner opened fire on a constituent meet-and-greet held by Representative Gabrielle Giffords at a Tucson Safeway, killing six and wounding thirteen. Among those killed was U.S. District Judge John M. Roll (cross-ref Vector 02 file 035) — who had ruled days earlier on a $32 million ATF/Fast and Furious-related case. The official narrative: Loughner, who had been documented as suffering from severe paranoid schizophrenia, acted alone and was targeting Giffords. Loughner pleaded guilty in 2012 and is serving life. The dossier-level question is whether Judge Roll's presence and killing was incidental — as the official record holds — or operationally relevant given his recent ruling against ATF in connection with the Fast and Furious gun-walking program (cross-ref Vector 05 file 021).

Open Questions What is the operational record of any communication between Loughner and others in the months preceding the shooting, given his documented mental-health condition? John Allen Muhammad and his teenage accomplice Lee Boyd Malvo conducted a three-week sniping spree across the DC metro region, killing ten people seemingly at random and triggering a massive federal manhunt. Muhammad, a Gulf War veteran with documented prior interest in Caribbean black-nationalist groups (specifically the Five Percent Nation and an obscure Antigua-based Nation of Islam splinter), and Malvo, a Jamaican teenager Muhammad had taken under his wing, used a modified 1990 Chevrolet Caprice with a rear-trunk firing port. The dossier-level dissenting analysis turns on Muhammad's documented psychological-operations training during his Gulf War service and on the deeper pattern of why the seemingly random victim selection nonetheless produced national paralysis at exactly the moment the Iraq War authorization vote was proceeding through Congress. The pre-shooting Muhammad-Malvo relationship and the techniques of the operation have been characterized by some military analysts as showing professional-grade tradecraft inconsistent with two-man amateur operation.

Anders Breivik detonated a fertilizer-based truck bomb in Oslo's government quarter (8 dead), then traveled to the island of Utøya where the Norwegian Labour Party youth wing was holding its annual summer camp. He spent approximately 75 minutes systematically killing 69 attendees, most of them teenagers, before being arrested. He published a 1,518-page manifesto online minutes before the attacks describing himself as a member of a European "Knights Templar" network. The Norwegian police response to the Utøya island shooting took 90+ minutes to arrive on-scene — a delay the subsequent 22 July Commission report characterized as catastrophic and attributed to systemic operational failures. The ferry to the island had been used by Breivik himself; the police helicopter unit was unavailable; the police boats sank.

The dossier-level dispute concerns whether Breivik acted entirely alone (the official Norwegian conclusion) or whether the "Knights Templar" network he described — including specific mentions of UK-based mentors and a Liberian recruitment meeting — had operational substance. Breivik's manifesto contains substantial verbatim copying from earlier American writers, and the depth of his pre-attack training (Belarus marksmanship, Czech Republic firearm acquisition, multi-year preparation) has been argued in some analyses as exceeding plausible solo amateur preparation. Wade Michael Page, an Army veteran and documented white-supremacist musician, opened fire at a Sikh gurdwara during Sunday services, killing six worshippers and wounding four (a seventh victim died in 2020 from his injuries). Page killed himself after being wounded by a responding officer. Page had been documented as a member of multiple white-supremacist bands and the Hammerskins network for years preceding the shooting, with FBI and SPLC monitoring records establishing his prior identification as a person of interest. The dossier-level question is the consistency between this prior monitoring and the lack of preventive action — a question that recurs across the file (Pulse Nightclub, Buffalo, El Paso). The Oak Creek shooting was treated by the FBI as domestic terrorism but did not produce the mass-public-attention reset that comparable Islamic-extremist incidents had produced in the same period.

Omar Mateen, a 29-year-old security guard for G4S Secure Solutions, killed forty-nine and wounded fifty-three in a three-hour attack on the Pulse nightclub. The attack was, at the time, the deadliest mass shooting in modern U.S. history (subsequently surpassed by Las Vegas 2017). Mateen had been twice previously interviewed by the FBI — in 2013 (after coworker reports of pro-jihadist statements) and in 2014 (in connection with a Florida-to-Syria suicide bombing recruiter). Both investigations were closed without charges. His father Seddique Mateen, an Afghan immigrant, has subsequently been confirmed as a documented FBI informant in connection with Afghanistan-related intelligence over a multi-year period, a fact disclosed during the 2018 trial of Omar's wife Noor Salman (who was acquitted).

The dossier-level questions: at what level of FBI awareness was Omar Mateen prior to the attack, given his father's informant status and his own prior FBI interviews? The 2018 Salman trial produced documents indicating the FBI had specifically investigated and closed leads on Mateen multiple times. The Pulse attack also led to the immediate revival of the "no-fly, no-buy" gun-control legislative push that had been previously dormant — institutional readiness consistent with the broader pattern documented in this file. Mateen's claimed allegiance to ISIS was made by phone to 911 during the attack; his prior radicalization pathway — which had drawn FBI attention but not produced action — has not been fully publicly disclosed.

011 Sutherland Springs Church Sutherland Springs, TX · 5 November 2017 · 26 dead Coverup

Devin Patrick Kelley, a former Air Force airman discharged after court-martial for assaulting his wife and stepson, opened fire at the First Baptist Church of Sutherland Springs during Sunday services, killing 26 (including a pregnant woman) and wounding 22. Kelley was wounded by a neighbor (Stephen Willeford) who returned fire, and killed himself shortly thereafter in his crashed vehicle. The dossier-level structural failure: the U.S. Air Force was legally required to report Kelley's domestic-violence conviction to the FBI's National Instant Criminal Background Check System (NICS), which would have prevented his legal purchase of the rifle. The Air Force did not report it. Kelley was therefore able to purchase firearms through normal background-check channels despite a disqualifying conviction. The Air Force's broader failure to report disqualifying convictions had been documented in IG reports for years before Sutherland Springs without correction.

The American template mass shooting. Charles Whitman, a 25-year-old former Marine and UT Austin engineering student, killed his wife and mother the night before, then climbed the UT Main Building tower with a rifle and proceeded to kill 14 more people over a 96-minute interval before being killed by police. The shooting predates the modern public-safety category of "active shooter" and produced the first SWAT-team formations. Whitman left a note before the attacks specifically requesting an autopsy because he was concerned that something was wrong with his brain. The autopsy confirmed it: a glioblastoma multiforme tumor pressing on his amygdala. The Connally Commission of inquiry concluded the tumor "could not be ruled out" as a contributing factor to his behavior.

The dossier-level interest is what Whitman represents: the documented organic-medical contribution to mass-violence behavior, half a century before the contemporary debate about pharmaceutical and psychiatric contributions to subsequent shootings. The structural fact that successive generations of mass-casualty events have not produced the same level of organic-medical investigation as Whitman's case did in 1966 is itself part of the case file.

013 Parkland · Stoneman Douglas HS Parkland, FL · 14 February 2018 · 17 dead Coverup

Nikolas Cruz killed 17 students and staff. The shooter had been the subject of multiple prior FBI tips (including a tip received six weeks before the shooting that explicitly named Cruz and described his stated plan to "shoot up a school") that the Bureau failed to act on. The on-site School Resource Officer Scot Peterson did not enter the building during the shooting. The Marjory Stoneman Douglas Public Safety Commission report (2019) is the institutional consensus document on the cascade of institutional failures. The shooting was the catalyst for the March For Our Lives movement.

Salvador Ramos killed 19 fourth-grade students and two teachers. Nearly 400 law-enforcement officers from multiple agencies remained in the school hallway for 77 minutes while children inside dialed 911 begging for rescue. The Texas House Investigative Committee (2022) and the DOJ Critical Incident Review (2024) documented the institutional failure as among the most egregious in modern American policing history — including documented deliberate misrepresentations by Uvalde CISD Chief Pete Arredondo and others. No officer has been criminally charged.

Elliot Rodger, a UC Santa Barbara student, killed six and wounded fourteen near campus before killing himself. Father Peter Rodger was an assistant director on "The Hunger Games." Pre-attack, Rodger had been the subject of multiple law-enforcement welfare checks but was deemed not a threat. The "incel" community subsequently formed substantially around Rodger's manifesto and YouTube videos.

016 Buffalo Tops Supermarket Buffalo, NY · 14 May 2022 · 10 dead Stub

Payton Gendron, an 18-year-old white supremacist who livestreamed the racially motivated attack on a Tops supermarket in a predominantly Black neighborhood, killing ten and wounding three. His manifesto explicitly named the "Great Replacement" theory and cited prior shooters including Brenton Tarrant (Christchurch, NZ 2019).

017 Westgate Mall · Nairobi Nairobi · 21-24 September 2013 · 67 dead Stub

Al-Shabaab attack on the upscale Westgate Mall in Nairobi, taking the building over for four days. The siege ended with the mall partially collapsed; the cause of the collapse (Kenyan Defence Forces tank rounds vs. attacker explosives) has been disputed. The KDF was subsequently documented as having engaged in extensive looting of the mall's high-end retailers during the operation. The "white widow" Samantha Lewthwaite — widow of 7/7 London bomber Germaine Lindsay — was widely speculated to have participated; the Kenyan government has variously confirmed and denied her presence.

Jacob Tyler Roberts opened fire in the Clackamas Town Center mall, killing two before killing himself. Notably, an armed civilian (Nick Meli) drew on Roberts but did not fire — Meli has stated in interviews that he made eye contact with Roberts before Roberts retreated and shot himself. The shooting occurred three days before Sandy Hook; some commentators have noted the coincidental timing.

Jerad and Amanda Miller, a married couple with documented prior connections to the Bundy Ranch standoff (April 2014), killed two Las Vegas Metro Police officers eating lunch at a CiCi's Pizza, then a civilian at a nearby Walmart, before killing themselves. Their political ideology mixed sovereign-citizen and anti-government themes; the Bundy Ranch connection produced the only public dispute over whether the Bundy family had any responsibility for or knowledge of the Millers' actions (the Bundys denied it).

Frazier Glenn Cross (Frazier Glenn Miller), a 73-year-old Klan/neo-Nazi figure with documented FBI informant history dating to the 1980s, killed three at a JCC and a nearby retirement home. Cross had been formally a "cooperating witness" for the FBI in the 1980s and the question of his continued informant relationship has not been publicly clarified.

Paul Anthony Ciancia opened fire at a TSA security checkpoint, killing TSA Officer Gerardo Hernandez (the first TSA officer killed in the line of duty). Ciancia was wounded and apprehended. He pleaded guilty in 2016 and is serving life without parole. His writings expressed anti-government and anti-TSA grievances.

William Spengler set fire to his house and then ambushed responding firefighters, killing two and wounding two before killing himself. Spengler had served 17 years in prison for killing his grandmother in 1980. The shooting occurred ten days after Sandy Hook and contributed to the legislative momentum behind New York's SAFE Act. Notable for the institutional question of whether mass-casualty events occurring in close temporal proximity reinforce one another's policy outcomes.

Read this

The legitimate questions this file is willing to ask are: (1) what is the comprehensive epidemiological dataset on shooter pharmaceutical history, and why has no major federal public-health study been commissioned to address it? (2) what is the cumulative pattern of pre-shooting FBI/intelligence-community interaction with these shooters across the post-2010 period, and what does that pattern suggest about prior-knowledge vs. action thresholds? (3) what is the relationship between the timing of these events and the legislative or surveillance responses they enable?

These are tractable questions with public-policy answers. They do not require the participation of grieving families, do not require disputing that the killings happened, and do not require any of the harmful crisis-actor framings that have produced both legal liability and additional grief for the victims. The case file this dossier wants to advance is the case file at the institutional level — the FBI, the FDA, the legislative-readiness apparatus — not at the level of the families who lost children. That distinction is the central editorial commitment of this vector.
